What Is the EPA Section 608 Certification?
EPA Section 608 certification is a federal requirement under Section 608 of the Clean Air Act. Any technician who maintains, services, repairs, or disposes of appliances containing refrigerants must hold valid Section 608 certification. It is administered by EPA-approved certifying organisations including ESCO Institute and Mainstream Engineering.
The exam has 4 sections: Core (mandatory for all certification types — 25 questions covering Clean Air Act regulations, ozone depletion, refrigerant recovery and safety), Type I (small appliances with 5 lbs or less refrigerant), Type II (high-pressure systems including residential AC and heat pumps), and Type III (low-pressure systems including centrifugal chillers). Passing all 4 earns Universal certification — the most marketable credential in the HVAC industry.
The passing score is 70% per section — 18 correct out of 25 questions. Certification never expires. As of 2026 the exam has been updated to include AIM Act regulations governing HFC phase-down rules.
The 4 EPA 608 Exam Sections Explained
Core Section — Required for every certification path. Covers: ozone depletion and the Montreal Protocol, Clean Air Act Section 608 regulations, refrigerant recovery and recycling rules, safety procedures, and refrigerant shipping requirements. 25 questions. 70% to pass (18/25).
Type I — Small appliances containing 5 lbs or less of refrigerant. Examples: household refrigerators, window air conditioners, water coolers, dehumidifiers. Type I is the only section available as an open-book unproctored test — but requires 84% (21/25) in that format. 25 questions. 70% for proctored.
Type II — High-pressure systems. Covers residential central AC, heat pumps, commercial refrigeration using R-410A, R-22, and other HCFC/HFC refrigerants. The most common certification for field HVAC technicians. 25 questions. 70% to pass.
Type III — Low-pressure appliances. Covers centrifugal chillers using R-11, R-123 operating below atmospheric pressure. Common in large commercial buildings. 25 questions. 70% to pass.
